Description of problem:
As a customer of the cloud provider, I want to use the same image across multiple regions (CDS cluster). An image should be able to dynamically point itself to the appropriate cluster when launched within a region.  

As an example, if a RHEL instance gets launched in AWS, it identifies which cluster to pull content from.

It's the ability to move a VM from one region to another (one CDS cluster to another).

This is supported on AWS however, the solution is very cloud-specific and it would not be possible to have a generic solution to cover all hyperscalers.
