Description of problem:
Wrong message when moving a host to another cluster with different management network.

How reproducible:
100%

Steps to Reproduce:
1. Create 2 clusters with different management networks
2. Add a host to one of them.
3. Try to move the hosts to another cluster you've created

Actual results:
Message: "Cannot edit Host. Changing management network in a non-empty cluster is not allowed."

Expected results:
Message: "Cannot edit Host. Moving a host to a cluster with different management network is not allowed. That might cause connectivity loss."

According to verification status and target milestone this issue should be fixed in oVirt 3.6.1. Closing current release.
