Description of problem:
The stable release of Fedora 23 must have only the [fedora] and [fedora-updates] repositories enabled by default.

fedora-repos-23-0.4

How reproducible:
Every time

Steps to Reproduce:
1. Install Fedora 23 RC5 from any non-network media
2. Observe the list of enabled repositories
3.

Actual results:

The updates-testing repository ships enabled.

Expected results:

Only the stable repositories must be stable.

Additional info:

The appropriate change is already available in fedora-repos-23-1 but it was not pulled into the frozen package set.

Oops, on further investigation, I was looking at *Beta* RC5, not Final RC5 (which doesn't exist at this time). Looking at Final RC4, the fedora-repo version is correct. Sorry for the noise.
