When adding a new row filter, unchecking the Constraint checkbox in the Add Row Filter Definition dialog does not set the constraint property to false.

Steps to Reproduce:
# create a new VDB
# add a data role
# in the data role dialog, switch to Permissions tab and then to Row Filter tab
# click Add
# select a Target, enter any Condition
# uncheck Constraint
# click OK
# notice the Constraint tab in the data role dialog says true
