Steps to Reproduce: 
1. Open Firefox


1. Click the menu button.

2. Select "Customize" at the bottom left of the menu.

3. Click and drag "Developer" from the menu to the "Additional Tools and
Features" area directly to the left.

4. Select "Exit Customize"

5. Open the Menu.



Actual results: 
Customize page never loads, blank forever.
Firefox crashed upon close the first time this was tested but no crash when reproduced.

Expected results:
"Developer" has been removed from the menu.

We're not going to fix that for PPC only.
