Description of problem:
Unable to get a list of available RPMs in a content view's repositories using documented API methods.

Version-Release number of selected component (if applicable):
Any

How reproducible:
No API to call to get a list of RPMs likewise Puppet Modules has their own: /katello/api/content_views/:id:/available_puppet_modules

Expected results:
Having a API endpoint (/katello/api/content_views/:id:/available_rpm_packages) which returns all available RPMs in a content view's repositories. 

Additional info:
This call should return the content of the repositories, not the effective list of packages in the content view (which may be filtered).
