Description of problem:
katello-installer doesn't properly reset the proxy_port parameter if called with:
  katello-installer --katello-proxy-port ''

Version-Release number of selected component (if applicable):
katello-installer-2.3.20-1.el7sat.noarch

How reproducible:
Always

Steps to Reproduce:
1. call katello-installer --katello-proxy-port '8088' ... (for example)
2. call katello-installer --katello-proxy-port ''

Actual results:
pulp_resource_manager.service fails to start with a "ValueError: No JSON object could be decoded"
It's due to the JSON files under /etc/pulp/server/plugins.conf.d/ containing a line:
    "proxy_port": ,
where it should correctly be:
    "proxy_port": null,

Expected results:
katello-installer recognizes that the port is empty and enters null instead of nothing.

Additional info:
The workaround is to remove all proxy_ lines in the answer file:
    grep '^ *proxy_' /etc/katello-installer/answers.katello-installer.yaml
and call again katello-installer.
