Description of problem:
"Update available" icon shows up for fully updated hosts

Version-Release number of selected component (if applicable):
ovirt-engine-3.6.0.3-0.1.el6
vdsm-4.17.10.1-0.el7ev

Steps to Reproduce:
1. Upgrade an existing 3.5 system to 3.6
2. Upgrage a host manually by:
2.1. Entering "maintenance mode" from the UI
2.2. Upgrading all the packages on the host with 'yum update'
3.3. Reboot
3.4. run 'vdsm-tool configure --force' to work around BZ#1276736
3.5. Activate the host back from the UI

Actual results:
The "Update available" icon show up to indicate there is an update available for the host.

Expected results:
The icon should not be there.

The upgrade icon is updated once a day (By default. It is configurable).
If you upgrade manually then you might not get the icon to refresh on time.
