id-ref is described in Pacemaker Explained chapter 9.4. Reusing Rules, Options and Sets of Operations

It is not possible to reference CIB elements using id-ref in pcs. Also pcs cannot properly handle a CIB with id-refs - id-refs are ignored.

In theory, pcs can avoid any contact with id-refs completely, just
using appropriate (currently non-existent) switch to cibadmin would
be enough:

After evaluating this issue, there are no plans to address it further or fix it in an upcoming release.  Therefore, it is being closed.  If plans change such that this issue will be fixed in an upcoming release, then the bug can be reopened.
