Something seems to have gone seriously wrong with trying to enable hardening flags for librfm. Not only are the hardening flags missing, so are now just about all of $RPM_OPT_FLAGS.

5.3.16-7 was the last one that was built with proper $RPM_OPT_FLAGS, compare build logs (e.g. from koji) for details.
