Consolidated Quota is configured be default. Added deprecation log messages for:  /Cloud/VM/Provisioning/StateMachines/ProvisionRequestQuotaVerification/validate_quotas and /Infrastructure/VM/Provisioning/StateMachines/ProvisionRequestQuotaVerification/validate_quotas methods.

Automation.log messages:

<AEMethod validate_quotas> [DEPRECATION] validate_quotas method will be deprecated.  Please use consolidated quota instead.
