Description of problem:
When installing via kickstart, if anaconda runs in GUI mode, I can modify the 'User Creation' spoke from a minimal kickstart

Version-Release number of selected component (if applicable): 	anaconda-19.31.123-1


How reproducible:100%


Steps to Reproduce:
1.kickstart install with attached example.ks
2.when installing, but before rebooting click on 'user creation'
3.make changes

Actual results:
you can alter the 'User Creation' spoke

Expected results:
unable to alter 'User Creation' spoke

create a user account in the kickstart if you want to prevent interaction during the installation.
