Description of problem: Satellite 6 is not HA across all components

How reproducible: Every install


Steps to Reproduce:
1. Try and build HA setup with Satellite 6
2.

Actual results:
You won't quite manage it

Expected results:
Satellite 6 HA infrastructure
i.e. multiple multiple Foreman/Katello/Candlepin/Puppet/Pulp/etc servers all behind load balancer(s) with separate replicated database servers at back-end (not just PostgreSQL).


Additional info:
As well as being HA, this provides the ability for Satellite 6 to scale performance as well.
