Description of problem:
When clicking the "Utilization" button in a container the UI crashes with the exception: "Action not implemented [container/x_button]"

Version-Release number of selected component (if applicable):
cfme-5.5.0.6-beta1.2.1.el7cf.x86_64

How reproducible:
100%

Steps to Reproduce:
1. Navigate to the containers list page (Containers > Containers)
2. Choose a specific container from the list
3. press "Monitoring" drop-down > click "Utilization"

Actual results:
crash with the error: "Action not implemented [container/x_button]"

Expected results:
navigate to utilization page
