Description of problem:
When compiling a dissector that includes <epan/stats_tree.h>, you get an error that it cannot find "../stat_menu.h". That is because stat_menu.h is not included in the wireshark-devel package.

Version-Release number of selected component (if applicable):
wireshark-devel-1.10.14-7.el7.x86_64

How reproducible:
Every time, assuming you are compiling a dissector that includes epan/stats_tree.h.

Steps to Reproduce:
1. #include <epan/stats_tree.h> in your dissector.
2. Compile your dissector.
3. Observe error that "../stat_menu.h" is not found.

Actual results:
Compile error due to missing .h file.

Expected results:
Compile succeeds because all the .h files are present.

Additional info:
This has been a problem for a long time in RedHat's wireshark-devel package.
I just decided to finally write it up and see if we can fix that.
We've been working around it locally for years by using the base code from wireshark.org to get all the header files.

Red Hat Enterprise Linux version 7 entered the Maintenance Support 1 Phase in August 2019. In this phase only qualified Critical and Important Security errata advisories (RHSAs) and Urgent Priority Bug Fix errata advisories (RHBAs) may be released as they become available. Other errata advisories may be delivered as appropriate.

This bug has been reviewed by Support and Engineering representative and does not meet the inclusion criteria for Maintenance Support 1 Phase. If this issue still exists in newer major version of Red Hat Enterprise Linux, it has been cloned there and work will continue in the cloned bug.
