Description of problem:

Some time in the past, https://bugzilla.redhat.com/show_bug.cgi?id=893746 was raised and fixed against the Red Hat CDN. However, this behavior change was not also made in python-rhsm's checking of entitlement certificates.

When Pulp uses python-rhsm to validate a cert against a path that is allowed by #893746, it fails. For example:

WORKS: https://cdn.redhat.com/content/dist/rhel/server/6/listing
FAILS: https://beav-ktd-test/pulp/repos/content/dist/rhel/server/6/listing

Note that my entitlement cert does not have "/content/dist/rhel/server/6/" in it; it only has longer paths.

Version-Release number of selected component (if applicable): python-rhsm-1.13.10-1.el7.x86_64
