Description of problem:
The utimes syscall is not logged properly by laus.  The syscall needs
to be auditable for EAL3 certification.

Steps to Reproduce:
1.enable audit
2.call utimes syscall
3.aucat to verify no syscall args were processed

A fix for this problem has just been committed to the RHEL3 U4
patch pool this evening (in kernel version 2.4.21-20.3.EL).
