Description of problem:
The /usr/share/doc/rsyslog/recover_qi.pl is not documented in any files contained in the package (or elsewhere). There are only some brief notes on the upstream mailing list.

Version-Release number of selected component (if applicable):
E.g. rsyslog-8.12.0-2.fc24, but practically all versions at this point.


Steps to Reproduce:
$ rpm -qal 'rsyslog*' | xargs grep -i recover.qi 2>/dev/null

Actual results:
No useful documentation.

Expected results:
At least a brief mention of purpose and usage.

This bug appears to have been reported against 'rawhide' during the Fedora 24 development cycle.
Changing version to '24'.
