Steps to Reproduce:
1. Login cfme with no en_US locale.
2. Click Clouds -> Providers.
3. Click Policy -> Edit tags

Actual results:
Unlocalized string 'Only a single value can be assigned from these categories'.

Expected results:
It should be localized.

Fixed in 5.6, moving to ON_QA for verification.

Verified on 5.6.0.7-beta2. Reported string translation is available now.
