Insights page showing "no actions" for a system with findings

Description of problem:

Red Hat Insights report detail for a system always shows "No Actions", even when there are Insights findings for a system. 
Providing detailed actionable information is core function of the Insights service, so marking this bug as urgent.

Always


Steps to Reproduce:
1. Register a VM in CloudForms to the Insights service. Introduce issues on the systems that checked by Insights, for example POODLE vulnerability
2. In UI navigate to "Red Hat Insights -> Systems"
3. Select the system from step 1

Actual results:
A model windows opens, but says there "No actions" (See attachment)


Expected results:

A model window opens, showing a detailed report of the findings, with actions to correct them
