Description of problem:

When backing up the CFME database through the GUI at configure->configuration->diagnostics I get No such file or directory - /root/.pgpass

verified that a password exists in /var/www/miq/vmdb/config/database.yml

How reproducible:

Every time I try to back up the database

Steps to Reproduce:
1.  configure->configuration->diagnositics
2.  fill out the form to start a backup of the database
3.  go to configure->tasks->All other tasks there it will give the result: No such file or directory - /root/.pgpass

Actual results:

No such file or directory - /root/.pgpass

Expected results:

Backup of the database is done on the indicated NFS shared drive.
