Description of problem: 
The guestagent related settings are in the database section of the automatically installed /etc/trove/trove-taskmanager.conf file.  If a user were to use this file then the guestagent related settings will not be read by the taskmanager service because it expects these guestagent related settings to be in the default section.

How reproducible: Completely


Steps to Reproduce:
1. Install openstack-trove from the RDO repository : yum install openstack-trove

Actual results:
The file is automatically placed in /etc/trove and is misconfigured.

Expected results:
The guestagent related configuration options should be under [DEFAULT].

This bug is against a Version which has reached End of Life.
If it's still present in supported release (http://releases.openstack.org), please update Version and reopen.
