Only reading a PNG file should not be enough to trigger this. Since this is a library, it's hard to predict the exact criticality, as it depends on the application using it. For the most common scenarios, this should not be a major problem, it'll probably not even lead to a crash. libpng10-1.0.66-1.fc23 has been pushed to the Fedora 23 stable repository.
