Description of problem:
Please see https://bugzilla.redhat.com/show_bug.cgi?id=1279051 for the full background in relation to a failure in oVirt/otopi caused by dnf.

DNF history fails if there is no history, such as on a freshly installed system with no updates.

How reproducible:
Continuous after system install until any DNF transaction is performed.

Steps to Reproduce:
1. Install fresh Fedora 23
2. run "dnf history"
3.

Actual results:
# dnf history
Last metadata expiration check performed 0:22:33 ago on Sat Nov  7 08:06:56 2015.
No transactions
Error: Failed history list

Expected results:
# dnf history
Last metadata expiration check performed 0:22:33 ago on Sat Nov  7 08:06:56 2015.
No transactions

Additional info:
The original bug was filed against otopi in relation to it's use with oVirt, since a freshly installed system would cause a failure in otopi because it tried to get a handle on the dnf history and failed.

The bug against otopi was closed, and I was asked to open this new bug against DNF.
