Description of problem:
When you click on active User Task, you can either select the action from to "action" column, or you can expand the Task Form and under Work tab you have the possible actions too.

These actions are usually something like - release, claim, start, complete, etc..

These two set of actions should be the *same*. They are not.

Steps to Reproduce:
1. Create user task assigned to a specific user with role user
2. Start this process and log into the business-central with this user
3. Check the Task List view

Actual results:
Buttons under "action" column are missing

Buttons under "action" column are not missing
