Description of problem:

Please build for EPEL

This package is a build requirement for building latexila 2.12.1 on EL7.

rubber is also a build requirement for latexila (and might be for this too, I'd have to look at spec file) but looks to be in testing for EL7.

RHEL/CentOS 7 is frequently used in scientific worskstation, as is LaTeX, so it is desirable for LaTeXila to be available in EPEL but this is required for that to happen.

I am not interested in maintaining packages for EPEL, but I have no objections at all to others doing so for packages I maintain in Fedora.

The latexmk package does not require rubber, FWIW.

This bug appears to have been reported against 'rawhide' during the Fedora 24 development cycle.
Changing version to '24'.
