Description of problem:

After a fresh install of Fedora 23,
I updated the kernel to 4.2.7 (in place of 4.2.3). (try also with 4.2.8).

After the kernel selection (at boot), the crypto prompt isn't displayed.
The boot fails, then the dracut prompt is displayed.

Message displayed:

Warning Crypto LUKS UUID not found
plymouthd received: SIGRTMIN+20
dracut-initqueue: could not boot.

It seems that the kernel don't found the LUKS partition. No prompt is displayed.
Then it looks for the logical volume, but don't find it because it's crypted.

Also:

If I select 4.2.3 at prompt, all works fine. Failed only with 4.2.7 & 4.2.8.
I use 2 DD in Raid 1:

This is most likely something else in the initramfs for the newer kernels that is broken.  Were there other updates before or at the same time 4.2.7 was installed?

Fedora 23 is provided with a 4.2.6 kernel and this one works as well.
The first kernel updated after the installation is the 4.2.7.
And I'm agree with you, initramfs seems to be the guilty.

We apologize for the inconvenience.  There is a large number of bugs to go through and several of them have gone stale.  Due to this, we are doing a mass bug update across all of the Fedora 23 kernel bugs.
 
Fedora 23 has now been rebased to 4.7.4-100.fc23.  Please test this kernel update (or newer) and let us know if you issue has been resolved or if it is still present with the newer kernel.
 
If you have moved on to Fedora 24 or 25, and are still experiencing this issue, please change the version to Fedora 24 or 25.
 
If you experience different issues, please open a new bug report for those.
