Description of problem:

Installing git19-git-svn pulls in git19-perl-Git-SVN, but doesn't find its Git/SVN.pm

Version-Release number of selected component (if applicable):

Name        : git19
Arch        : x86_64
Version     : 1.2
Release     : 4.el6

How reproducible:

Always on RHEL 6.7 and RHEL 7


Steps to Reproduce:
1. Install git19-git-svn it gets git19-perl-Git-SVN along
2. scl enable git19 bash
3. git svn

Actual results:

Can't locate Git/SVN.pm in @INC (@INC contains: /opt/rh/git19/root/usr/share/perl5 /usr/local/lib64/perl5 /usr/local/share/perl5 /usr/lib64/perl5/vendor_perl /usr/share/perl5/vendor_perl /usr/lib64/perl5 /usr/share/perl5 .) at /opt/rh/git19/root/usr/libexec/git-core/git-svn line 25.
BEGIN failed--compilation aborted at /opt/rh/git19/root/usr/libexec/git-core/git-svn line 25.


Expected results:

fatal: Not a git repository (or any of the parent directories): .git
Unable to find .git directory
 at /opt/rh/git19/root/usr/libexec/git-core/git-svn line 338
