Description of problem:

On a Dell Inspiron 15 with intel iCore 3 and intel graphics, the backlight changes from usable value to very low in mid-boot and remains low.  writing the existing value (837) into /sys/class/backlight/intel_backlight/brightness fixes it. This is a KDE system installed from DVD. The problem persisted after applying patches. 

It sometimes corrects itself after 5-10 minutes. I "corrected" it by changing /etc/rc.d/rc.local to re-write the same value (837) into /sys/class/backlight/intel_backlight/brightness.

This message is a reminder that Fedora 23 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 23. It is Fedora's policy to close all

Fedora 23 changed to end-of-life (EOL) status on 2016-12-20. Fedora 23 is
no longer maintained, which means that it will not receive any further
security or bug fix updates. As a result we are closing this bug.
