You may want to use almost similar example spec file given here https://fedoraproject.org/wiki/Packaging:Python#Example_common_spec_file

I have created one for you -> https://pnemade.fedorapeople.org/fedora-work/python-contexttimer.spec

Also, try to ask upstream to provide license text file separately as well. Though I do not see this as a blocker for this review as necessary information is already in the source file headers and in PKG-INFO as well.
