Description of problem:

Trying to install the following:

RDO Liberty Openstack 
Centos 7 
Nova-Network (no-neutron) 
4-node setup (Manager/Controller Node, Network Node, Compute Node #1, Compute Node #2)

After entering information for specific network and the packstack install fails with the following:

Applying Puppet manifests [ ERROR ]

ERROR : Error appeared during Puppet run: 10.xx.xxx.xxx_api_nova.pp Error: Could not find data item CONFIG_NEUTRON_METADATA_PW_UNQUOTED in any Hiera data file and no default supplied at /var/tmp/packstack/f0697d5bed88498784d8825249c4aa00/manifests/10.xx.xxx.xxx_api_nova.pp:24 on node <hostname)< p="">

This was fixed by https://review.openstack.org/185033, which is already part of RDO Liberty.
