Description of problem
======================

When I use "Polarion test case" tracker in "External Trackers" form in
our Bugzilla instance, wrong html link is created.

How reproducible
================

100 %

Steps to Reproduce
==================

1. Edit (or create new) BZ
2. Find "External Trackers" form on the page
3. In "Add External Bug: Tracker" line, select "Polarion test case"
   and set "Bug ID" to RHSC-81.
3. Save changes (or submit new bug)

Actual results
==============

New external tracker entry for polarion test case is shown in
External Trackers table, but the html link is broken:

https://polarion.engineering.redhat.com/polarion/#/project/RHSC-81

You don't reach the test case when you click this link.

Expected results
================

Html link of polarion test case is not broken, it should look
like this:

https://polarion.engineering.redhat.com/polarion/#/project/RHSC/workitem?id=RHSC-81

I have tried to demonstrate the issue by linking RHSC-81 to this BZ.
