Beaker's OpenStack integration currently assumes Nova networking. To support larger more modern OpenStacks, Beaker needs to support Neutron networking as well (or perhaps instead).

Some details need to be ironed out still... Ideally each recipe set would be given its own subnet, which lays the groundwork for working multihost testing on OpenStack VMs. (The current OpenStack integration is limited to single-host recipe sets.)

Also add a patch for conditionally import Openstack modules so that we do not need to build them by ourselves.
