rpmlint errors when upgrading to 3.1.11

Currently, rpmlint shows several issues in the spec file. These have been around for a while so it's not a new problem. I've uploaded output from the upgrade to 3.1.11.

When running rpmlint on python-celery I expect no failures to be shown.

I propose this be fixed by cleaning up the spec file on rawhide. I also support applying the changes to rawhide and letting them propagate to other fedora versions over time without modifying any of the other spec files explicitly.

I don't plan to fix/modify epel at this time regarding this issue.
