Add a Cinder backup driver for Google cloud storage to extend OpenStack data protection to the public cloud.

Use cases include: 
 - creating backup which is stored on Google Cloud Storage
 - restoring backup from Google cloud storage
 - incremental backup
 - independent of any volume backend

Additional dependencies on oauth2client and httplib2 need to be added to our packaging for this.
