Description of problem:
A tracker bug for various compute host infrastructure security improvements

Currently including:

 - TLS encryption of migration data stream between QEMUs
 - TLS encryption of graphic console between VNC proxy and QEMU
 - TLS encryption of serial console between serial proxy and QEMU
 - LUKS encryption for RBD, iSCSI, qcow2 storage
