Live migrate guests with PCI pass-through devices

We will try to provide a generic unplug/plug solution which should work for devices with this capability. 
Specific devices (e.g. NICs) may want special treatment e.g. bond with emulated NIC during migration, but that's out of scope of this RFE

PCI unplug will not be supported, which is required for this feature.
