Description of problem: The tarsnap package available in rpmfusion-nonfree is version 1.0.32 which was released in 2012. A number of security updates have been released since.

This is not dnf (package manager) bug.

It's a rpmfusion tarsnap maintainer's responsibility to update package appropriately.
