Description of problem:
When deploying SSL enabled overcloud non-https requests should redirect to https. Currently when accessing non-https on port 80 you get a connection refused message.

1. Deploy SSL enabled overcloud

This bug did not make the OSP 8.0 release.  It is being deferred to OSP 10.
