Description of problem:
When excluding a package, "dnf list installed" doesn't show the package any more, although it's installed.

dnf-1.1.5-1.fc23.noarch

How reproducible:
100%

Steps to Reproduce:
1. add exclude=kernel* in dnf.conf in the [main] section
2. dnf list installed kernel\*

Actual results:
Error: No matching Packages to list

Expected results:
Shows installed packages

From "man dnf.conf":

Exclude packages of this repository, specified by a name or a glob and separated by a comma, from all operations. Can be disabled using ``--disableexcludes`` command line switch.

tip: you can then exclude package just in the repo when you want it to be excluded.
