The patch is available in Neutron 2015.1.2, which was released in OSP 7.0.3 in December of 2015.

It's not merged to master yet. When it is, we'll check feasibility of backporting it to OSP 7 and 8.

Corresponding upstream bug's[1] priority is increased yesterday and also milestone is set to newton. Hope that will get more reviews now.
I am also requesting neutron cores to review this patch.

yes it is part of newton and OSP10 release.
