Description of problem:
OSP-d deployment IPv6 and SSL enabled:
3 x controllers
1 x compute
3 x ceph nodes

Version-Release number of selected component (if applicable):
openstack-tripleo-heat-templates-0.8.6-112.el7ost.noarch

How reproducible:
100%

Steps to Reproduce:
1. Create an image via Horizon with an image location for source:
https://download.fedoraproject.org/pub/fedora/linux/releases/23/Cloud/x86_64/Images/Fedora-Cloud-Base-23-20151030.x86_64.qcow2

Actual results:
The image gets stuck in Queued status.

Expected results:
The image gets created.

Additional info:

The image creation works fine by using the glance client from cli. 
Please let me know what additional info is needed. I couldn't find any error messages in the Horizon or Glance logs.

The image creation took longer than expected but it got created in the end.
