Description of problem: The cpu/GPU starts to get throttled when the battery reach about 70% after the kernel update.

4.3.3-303.fc23.x86_64

How reproducible:Always


Steps to Reproduce:
1.charge laptop to 100%
2.use it until battery drops to about 70%
3.watch everything you do becomes laggy / drop frames

Actual results:
over agresive throttle

Expected results:
only starts throttle at about 20% battery left
