Description of problem:
No mii info or control is available to usb-ethernet devices that use
the pegasus driver.  One cannot query or set mii settings, such as
link status, speed, and duplex.

How reproducible:
Always

Steps to Reproduce:
1. Attach pegasus powered usb-ethernet device to computer
2. Try to use mii-tool
    

Actual Results:  SIOCGMIIPHY on 'eth0' failed: Operation not supported
no MII interfaces found

Expected Results:  mii link info is available and settable

Additional info:

When the usb device is inserted, the mii module does not load.  One
can load it manually (before or after loading the pegasus module) to
no effect.

Fedora Core 2 has now reached end of life, and no further updates will be
provided by Red Hat.  The Fedora legacy project will be producing further kernel
updates for security problems only.

If this bug has not been fixed in the latest Fedora Core 2 update kernel, please
try to reproduce it under Fedora Core 3, and reopen if necessary, changing the
product version accordingly.
