Description of problem:
If the operation is taking too long to finish, user should be notified and the deployment should stop, probably taking the user step back so he can click the Deploy button again and try to attach subscriptions again.
In this process we would have to ensure we are displaying accurate number of subscriptions, since there is a case when the deployment froze on attaching subscriptions, but they were actually attached as seen in Customer Portal webUI. See bug 1281527, comment 2
