Description of problem:
aarch64 kernel on mustang and mcdivitt only see one processor

seattle is fine at 8 processors.

4.5.0-0.rc2.25.el7.aarch64

1. boot with kernel version

cpu count = 1

Expected results:
cpu count = 8
