Doc Text:
Due to a bug, if the tuned-adm command was issued while the tuned service was not running, an attempt to automatically restart the tuned service failed with a traceback. The underlying source code has been patched to handle automatic restarting of the daemon correctly. As a result, restarting the tuned service no longer fails in the described situation.
