It's not available because the package has been retired 2 years ago [1]. It had security issues (guessable secrets), it is not compatible with Apache 2.4 and actually it has been abandoned almost 11 years ago [2] :) Actually, it's better than trying to make it work on RHEL 7 you write your own module from scratch. It's already super-patched compared to the original code.
