Description of problem:
Support for Spectratime iSync GRClok and LNRClok oscillators

Version-Release number of selected component (if applicable):
Current EPEL is: gpsd-3.10
Requesting: gpsd-3.17 be added to EPEL

Additional info:
This support has been committed upstream via the following commit and would like to get the EPEL version updated to include this recent addition.

Updating to gpsd-3.17 would unfortunately break all gpsd' ABI, which cannot be done on EPEL. Can you check if the patch can be easily backported?

Checked with customer, and they have not backported the addition.  What about the new version breaks ABI?
