Description of problem:

During Register Nodes, uploading a CSV file with commented out lines incorrectly processed

Version-Release number of selected component (if applicable):

TP2 RC9

How reproducible:

100%

Steps to Reproduce:
1. Install RHCI ISO
2. Log in to run launch-fusor-installer
3. During deployment, try to upload a CSV file containing correct but commented-out lines

Actual results:

All lines are processed
Errors are silently ignored

Expected results:

Lines beginning with '#' are ignored
Errors are displayed in web UI
Successful Registration of Nodes
